At-Home IPL Hair Removal: How the US FDA Record Classifies These Devices
The three letters that appear most often in at-home hair removal marketing are FDA. On their own they establish very little. The US regulatory record files each device into a named box, and the name of that box is the use that was reviewed.
This piece reads two public documents only: the current 510(k) record for Philips Lumea and the classification record for its product code. It does not rank devices and it does not advise anyone on hair removal.
The product code is a box called over-the-counter light-based hair removal
The code on the Lumea record is OHT. In the FDA product classification database that code is named light-based over-the-counter hair removal, filed as Class II under 21 CFR 878.4810.
The same record lists the review panel as General & Plastic Surgery, the submission type as 510(k), and the status as over-the-counter. The box was built for devices a consumer operates without supervision.
The technical fields are specific. The classification describes the method as the use of thermal energy to kill hair follicles for hair removal, and the target area as skin, the soft tissue beneath it, and hair follicles.
The Lumea record was updated in December 2025
The values visible in the public 510(k) record are these: K number K253754, applicant Philips Consumer Lifestyle B.V. of Drachten, the Netherlands, decision date 23 December 2025, regulation number 878.4810, product code OHT, submission type Special.
This is where the reading stops. The record states that the type is Special without describing, on that screen, what changed in this round. So neither does this article.
The decision field says equivalent, not effective
The decision recorded against this submission is substantially equivalent. That is a finding made by comparison with a predicate device. It is not a statement about the result any individual will get, and it is not a guarantee of satisfaction.
The scope is equally literal. This is a United States record. Whether a device sold elsewhere under the same name holds a comparable status is a separate question answered by that market’s own documents, and clearance in one country is never restated as clearance in another.
What has been checked here ends at the fields in those two records. Output specifications, wavelength, spot size and usage intervals do not appear in either document, so they stay blank here too.
